The Biomedical Advanced Research and Development Authority (BARDA), within the Office of the Assistant Secretary for Preparedness and Response in the U.S. Department of Health and Human Services, provides an integrated, systematic approach to the development of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies such as chemical, biological, radiological, and nuclear (CBRN) accidents, incidents and attacks, pandemic influenza, and emerging infectious diseases.

Together with our industry partners, BARDA promotes the advanced development of medical countermeasures to protect Americans and respond to 21st century health security threats.


Serving as the Contracting Officer Technical Representative (COTR)/Project Officer (PO), advisor, and point of contact reporting to the Division Director and the Chief within their branch on all critical aspects of CBRN, Influenza (IN) and/or Emerging Infectious Diseases (EID) projects.

Providing scientific, technical and program management oversight over comprehensive advanced medical countermeasure development (manufacturing, testing, clinical and non-clinical, regulatory, and quality aspects) programs for cost, schedule and performance.

Analyzing the expected impact of scientific and technical developments and contemplated budget revisions, program adjustments, economic trends, or directives from senior leadership

Managing the complex acquisition process coordinating through all functional areas.

Performing a full range of contract administration on all contracts to include post­ award orientation conferences, monitor contractor performance, negotiation and issuance of supplemental agreements.

Providing periodic and effective communication of medical countermeasure procurement and contract administration objectives.

Analyzing concepts and factors during development of acquisition criteria, establishing priorities relative to long-mid and short-range management strategy.

Developing policy and procedure manuals, operational priorities and outcome-based goals and objectives for BARDA.

Education Requirement:
Basic Requirement for the GS-0401, Biologist: You must meet one of the items listed below (A or B): A. You must possess a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Must provide transcripts) OR B. Combination of education and experience: Courses equivalent to a major, as shown in response A above, plus appropriate experience or additional education. (Must submit transcript.) Basic Requirement for the GS-0601, Health Scientist: A. You must possess a bachelor's degree or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (Must provide transcripts)
